The measure, adopted on September 28 during the final reading, aims to modify the pension plan to mitigate the impact of rising pension obligations. Under this legislation passed by the House of Representatives in the Philippines, new fund members are required to make necessary payments to reshape the pension system for military and uniformed personnel.

Who gets Benefit?
The MUP pension scheme includes the Armed Forces of the Philippines, the Bureau of Jail Management and Penology, the Bureau of Fire Protection, the Philippine National Police, the Philippine Public Safety College, the Coast Guard, and the Bureau of Corrections.
Under the current setup, MUPs don’t contribute to their pensions; instead, the national budget covers the annual pension payouts. MUPs enjoy the perk of having no minimum pensionable age, and after 20 years of service, they are automatically elevated one level higher upon retirement. Additionally, the monthly pension adjusts automatically to match changes in the salaries of active staff.

Key agreements from the hearing include a 90% highest retirement package based on base pay for all MUP, a 5% boost from the previous package for AFP employees, eligibility for a lump sum payout upon separation for PNP employees with less than 20 years of service, and the establishment of a retirement age for all MUP at 57 years old.

The pension reform measure secures a guaranteed 3% annual compensation increase for military members over a ten-year period, courtesy of the government. New military members will benefit from a 12% contribution to their pension fund from the government, while current troops will be responsible for a 9% contribution from their pay.
According to the proposed MUP pension law, individuals already in service when the measure was passed would receive monthly retirement benefits equal to half of their base pay and longevity. If they have 20 years of service, the benefits would be based on the pay of the grade immediately higher than their last held position. The benefits increase by 2.5 percent for each additional year of service beyond 20, reaching a maximum of 90 percent for those with 36 years or more of service.
